There will be a lot of efforts must be done by fixed wireless operator to make a numbering plan for their mobile telecommunication subscribers. Telecommunication Company which has fixed wireless license need to plan carefully which number they will use for their mobile telecommunication subscribers at each area. They will have different prefix range to each area and you can imagine if they have many service area e.g. all around Indonesia which has more than 30 province and each city has own area code number. Comparing to mobile wireless or GSM operators which has only several prefix numbers e.g. 08xx, Telecommunication Company with fixed wireless license will more than a hundred prefix numbering depend on the service area they have. For example GSM number will has only 08xx meanwhile fixed wireless operator must define a prefix numbering to each city and if there more than a hundred cities, they must reserve prefix numbering plan that much one to all subscribers
Actually the main issue is not on the how they will define and reserve numbering plan for all their subscribers all around those area but how they will charge their subscriber while they access the services. In another word Intelligent Network (IN) will have many rate plans (charging policy) to define the charging rule for all those prefix number. Intelligent Network (IN) works base on the policy that already defined on their database. There will be a charging table to identify how the mobile phone number will be charged. As the charging policy is based on the mobile phone prefix than there will be so many tables need to be created to cover all of the areas which has different charging policy. For example, it will have different tariff to make a call from Jakarta to Bandung and from Jakarta to Bogor. There will be two charging policy to assign how much tariff will be applied to make a call to both destinations. Now you can imagine there will be so many tariff tables need to be defined at Intelligent Network (IN) to cover all of those areas.
You can compare with GSM or mobile wireless operators, they will have very less charging policy to charge their subscribers while to make a service. They need only to differentiate local and long distance call. Some GSM and mobile wireless operators assign the same tariff to make a service (call, SMS) to local and long distance call
Fixed wireless operators need more effort while they plan to make a tariff changing or define new tariff to their new services. They need to configure or modify current tariff table configuration to apply new tariff. Intelligent Network (IN) will take over all of this purpose. This is what usually happened while the Marketing team releases a work order to apply new tariff to the new or current services. Intelligent Network team must work over the night to modify the charging policy in the Intelligent Network to reduce the impact to the services and take a long time to change to tariff table. After the changing complete they need to test whether the new tariff is working fine or not. While it was wrong, they need to rollback to the previous configuration and to do this, it still takes a long time. More than that, Intelligent Network (IN) will work so hard to cover this policy and as the result they need high capacity hardware and high performance otherwise there will be a lot of out of services caused by Intelligent Network (IN) issue due to they can not cover all of the subscribers’ requests
