There will be a lot of efforts must be done by fixed wireless operator to make a numbering plan for their mobile telecommunication subscribers. Telecommunication Company which has fixed wireless license need to plan carefully which number they will use for their mobile telecommunication subscribers at each area. They will have different prefix range to each area and you can imagine if they have many service area e.g. all around Indonesia which has more than 30 province and each city has own area code number. Comparing to mobile wireless or GSM operators which has only several prefix numbers e.g. 08xx, Telecommunication Company with fixed wireless license will more than a hundred prefix numbering depend on the service area they have. For example GSM number will has only 08xx meanwhile fixed wireless operator must define a prefix numbering to each city and if there more than a hundred cities, they must reserve prefix numbering plan that much one to all subscribers

Actually the main issue is not on the how they will define and reserve numbering plan for all their subscribers all around those area but how they will charge their subscriber while they access the services. In another word Intelligent Network (IN) will have many rate plans (charging policy) to define the charging rule for all those prefix number. Intelligent Network (IN) works base on the policy that already defined on their database. There will be a charging table to identify how the mobile phone number will be charged. As the charging policy is based on the mobile phone prefix than there will be so many tables need to be created to cover all of the areas which has different charging policy. For example, it will have different tariff to make a call from Jakarta to Bandung and from Jakarta to Bogor. There will be two charging policy to assign how much tariff will be applied to make a call to both destinations. Now you can imagine there will be so many tariff tables need to be defined at Intelligent Network (IN) to cover all of those areas.

You can compare with GSM or mobile wireless operators, they will have very less charging policy to charge their subscribers while to make a service. They need only to differentiate local and long distance call. Some GSM and mobile wireless operators assign the same tariff to make a service (call, SMS) to local and long distance call
Fixed wireless operators need more effort while they plan to make a tariff changing or define new tariff to their new services. They need to configure or modify current tariff table configuration to apply new tariff. Intelligent Network (IN) will take over all of this purpose. This is what usually happened while the Marketing team releases a work order to apply new tariff to the new or current services. Intelligent Network team must work over the night to modify the charging policy in the Intelligent Network to reduce the impact to the services and take a long time to change to tariff table. After the changing complete they need to test whether the new tariff is working fine or not. While it was wrong, they need to rollback to the previous configuration and to do this, it still takes a long time. More than that, Intelligent Network (IN) will work so hard to cover this policy and as the result they need high capacity hardware and high performance otherwise there will be a lot of out of services caused by Intelligent Network (IN) issue due to they can not cover all of the subscribers’ requests

Compared to the postpaid phone number, there will be more promotion on prepaid phone number. The reason why telecommunication companies promote more to the prepaid phone number is subscriber prefers to choose prepaid than postpaid phone numbers. Subscriber just needs to buy reload voucher at many where once the have insufficient balance to make a telecommunication services such call, SMS or data services To tease subscribers in order they buy a new prepaid phone number (service pack), telecommunication companies offer many benefits to the new prepaid phone number.

The promotion they used to offer to the prepaid phone number is;

1. Free call promotion

Telecommunication companies used to offer free call promotion for certainty period and some conditions that have to meet such as free call after midnight hour, free call after 15 minutes make a call, free call for certainty period to another phone number with the same telecommunication company and free call at holiday period. Free call promotion used to will be applied to phone number at the same telecommunication company. Meanwhile to the different telecommunication company, usually they will give a discount

2. Free SMS promotion

Free SMS promotion is very flexible and giving more advantages to its telecommunication company since Telecommunication Company will receive the entire of tariff when their subscriber is sending SMS to another telecommunication company. It means that Telecommunication Company will pay nothing once they have high traffic to different telecommunication company.

3. Free Data service promotion

Free Data service promotion has several methods and usually Telecommunication Company will apply several methods at the same such as free access to internet for 10 Mbps once subscriber bought new prepaid phone number Prepaid tariff promotion seems will be placed as the high priority to the telecommunication company while they want to promote many others telecommunication services such as BREW service, VAS service etc

Telecommunication companies divide their subscribers into two kinds prepaid and postpaid subscribers. Both prepaid and postpaid subscribers are divided to differentiate many things such as how they will be charged, what kind of promotion packages will be applied to both subscribers, what are the benefits to have prepaid and postpaid phone number etc. Almost telecommunication companies will have more than 85% prepaid subscribers and the rest one postpaid. It is quite easy to have prepaid phone number rather than postpaid one and telecommunication companies used to campaign prepaid phone number to generate as many as subscriber by offering many benefits

1. Prepaid phone number

Subscribers should top up the balance while it reach zero balance or unable to make any kind of telecommunication services either call, SMS or data services. Prepaid phone number will have several statuses which indicate the capability to use telecommunication service. Right now, new phone number should register to 4444 to fulfill the owner identity. Once the registration completed, the prepaid phone number status will be “ACTIVE” which means that prepaid phone number is ready to be used to access telecommunication services for certainty duration as long as it has enough balance. “ACTIVE” status is allowing subscriber to have incoming and outgoing telecommunication services. Usually new prepaid phone number will active for certainty period either subscriber use the balance to access telecommunication services or not. When this period is over then prepaid phone number status will be “INACTIVE”. “INACTIVE” status is allowing subscriber to have outgoing service and blocking incoming service. During “INACTIVE” period, subscriber requires to top up the balance or reactivate to status by buying activation period. Prepaid phone number will have “INACTIVE” status for certainty period as well. Once subscriber adds the balance, the status will change to “ACTIVE” but if until the “INACTIVE” period, subscriber did not add the balance then the prepaid phone number will change to “DISCONNECT” status. “DISCONNECT” status means that the prepaid phone number is unable to be used anymore

2. Postpaid phone number

Postpaid phone number means that subscriber will pay the bill at the next month once they already used the telecommunication services. It is like prepaid phone number, postpaid one will have “ACTIVE”, “INACTIVE” and “DISCONNECT” statuses to indicate the capability to access the telecommunication services

Intelligent Network (IN) is playing the key roll on the telecommunication infrastructures. The main function of Intelligent Network (IN) is to charge any transaction made by prepaid subscribers while accessing the telecommunication service such as mobile internet service. The key point is charging to the prepaid subscribers. Meanwhile postpaid subscriber will be done by another network element. This network element could be mediation server which collects the Code Detail Record (CDR) from another telecommunication infrastructure that generates the CDR. Intelligent Network (IN) is responsible to deduct subscriber’s balance while they retrieved the service they already requested such as mobile internet service . Any telecommunication infrastructures which give a charging to the subscribers should connect to the Intelligent Network (IN) with many kind protocols then deduct the subscriber’s balance while they are succeed to access it. The protocol could be http, telnet, SMPP, SMPP plus etc

For example subscriber makes a session through their laptop/computer to access wireless or mobile internet service. What will happen on the back end system during balance deduction are;

Charging system of wireless or mobile internet service will identify the subscribers profile on its database

Charging system of wireless or mobile internet service will query the subscriber status to the Intelligent Network

Charging system of wireless or mobile internet service will reserve mount of balance to access the traffic for some times

Intelligent Network (IN) will deduct the balance as much as requested by charging system of wireless or mobile internet service

Charging system of wireless or mobile internet service will request again mount of balance while the first request is used by subscriber

Intelligent Network (IN) will do the same until subscriber disconnect the session or has insufficient balance

Intelligent Network (IN) consist of several network element which responsible to different functions. They are:

Service      Management Protocol (SMP

Service      Control Protocol (SCP

Data      Access Control Point (DACP)

Usually some telecommunication infrastructures which require connecting to Intelligent Network (IN) to deduct subscriber’s balance will not connect directly to SCP but they are using Intelligent Network (IN) gateway. As we know that telecommunication companies have many kinds of telecommunication services which handled by many telecommunication infrastructures to run the services. Each service usually will be handled by particular network elements. It means, there will be a lot of connection to Intelligent Network. Intelligent Network (IN) gateway is avoiding undesired Intelligent Network (IN) performance such high utilization
